It took me 3 months to find a 1 bedroom apartment I could afford and that allowed cats. I want to move out of my current apartment due to problems. (I get scarcely any hot water, my furnace doesn't disperse boil, my neighbors are noisy, the window and walls are paper cracked, etc)

When is the best time to find decent places? I numeral the summer, since a lot of college students are moving, but should I do it at the cessation of the semester or sometime in the summer beforehand fall semester?
